KIKUUBE – Ministry of Works and Police have launched an investigation into the increasing accidents on oil roads in Bunyoro region.

A team from Uganda National Roads Authority (UNRA), the Director of Traffic in Uganda Police, Ministry of Works and Kikuube district local government officials led by the Kikuube Resident District Commissioner (RDC) Amlan Tumusiime held a meeting after inspecting Hoima Sugar Company over the matter.

Edward Kizito, the Safety Officer in the Ministry of Works who represented Minister of State for Works Fred Byamukama said the investigations follow numerous complaints about the increasing accidents by errant truck drivers of the sugar companies and contractors of different roads in the region.

The investigation according to Kizito was ordered by President Museveni following complaints of increased accidents in the region that was reported to him recently as he was commissioning 346 km oil roads in the Bunyoro region.

Kizito noted that their investigation pointed out that the drivers of the sugarcane company and that of the road contractors were not following road safety and health guidelines.

He also attributed the increasing accidents to reckless driving, employing unqualified drivers and having vehicles on the road which are in dangerous mechanical conditions.

He noted that as Ministry, since they had identified some of the causes of the accidents, they were going to formulate measures to ensure that they fight against the road carnage in the region.

Lawrence Niwabine, Director of Traffic at Uganda Police said, between the year 2018 to 2021, 85 tracks on road construction and sugar companies got involved in accidents and killed many people.

He noted all these cases have never appeared in court and ordered police bosses in the region to see that these cases get settled for justice to prevail.

He further noted that if the file cases are not settled, someone will come out and take police to court and this will not be good on the side of the police as an institution.

He also said, there is a need to put in place a mechanism to reduce the road carnage in the region and ordered the police to take keen interest and arrest all contractors who do not follow health and safety guidelines.

The Kikuube RDC, Amlan Tumusiime called on Hoima Sugar Company, road construction companies and other companies operating in the region to adhere to traffic rules and regulations to ensure road safety. He noted that though they need these companies for development and creation of employment in the region, there is a need to protect the lives of the people.

The district woman MP Florence Natumanya said the investigation has come at the right time when several innocent people are losing lives in road accidents.

She noted that they have engaged the Hoima sugar factory management several times and the road contractors to follow traffic rules but they have failed to adhere adding that there is a need to have stringent measures to make them understand.

ALEBTONG – The construction and upgrading of two health units in Alebtong district to improve access to health services delivery in the district has been completed and now awaits handover.

The health facilities upgraded from health center II to III status include Angetta and Awei according to the local leadership.

Four years ago, the government earmarked Shs 1.8b to upgrade three health units in the district in the first phase of an intergovernmental fiscal transfer program funded by the World Bank.

But according to Bonney Ocen, the Chairperson Works and Technical Services of Alebtong, Anara health unit which was among the construction projects to be completed is not convincing the district leadership.

“The construction of Angetta and Awei are complete but for Anara, we are not satisfied with the work and we want the contractor to come back on the site and correct some areas,” Ocen says.

For Angetta and Awei, Wangi Gen Company Ltd was undertaking the work and Anara was awarded to Power and Bay Company Ltd.

The scope of the work was construction of general ward, improvement of out-patient department, putting in two twin houses, construction of VIP latrine, placenta pit and medical waste.

The district Secretary for Education and Health, Jamila Kasim says the construction of another two health units which include Abia and Akura are ongoing in this second phase of the projects.

“Anara is almost complete and is due for handover but during our monitoring and supervision, we identified some defects which need to be corrected before we receive it,” she said.

Kasim says the five sub-counties didn’t have health center III as required by the government and the Ministry of Health.

She says, by establishing and uplifting the facilities, delivery will be conducted, an increased number of health workers, services shall improve and immunization will be conducted.

There has been a delay in the completion of the three health units since 2019 after Otada Construction Company Ltd encountered financial challenges and they abandoned the sites.

Since there was an urgent need for health services because of the high population, the government gave the district a blessing to source for a new firm to finish the work.

GULU – In the last twelve months, more than 170 motorcycles have been stolen from Gulu West and Gulu East Boda-boda Associations.

The motorcycle taxi, commonly known as boda bodas are the main means of transportation in Uganda and employs about 1.5 million youths according to Ministry of Works and Transport.

Raymond Ocan, the Chairperson Gulu West boda-boda association told theCooperator that they have lost 135 motorcycles which is approximately worth Shs 800 million.

Ocan said, most of their members acquired these motorcycles through loans from the various microfinance institutions that are putting pressure on the association to repay the loans.

The General Secretary, Gulu East boda-boda association, Godfrey Ojok is also facing similar challenges with more than 40 motorcycles stolen from the association within one year.

Ojok said, most of his members are now borrowing the motorcycles from their colleagues to raise money to settle their loans from the financial institutions.

The intelligence report from the security revealed that most of the motorcycles being stolen from the area are mainly taken to Karamoja region.

Denis Odongpiny, the Resident City Commissioner for Gulu revealed in an interview with theCooperator on Wednesday that the thugs are exchanging the motorbikes with cattle from the region.

“We have established their networks which will help our investigation but the most important thing is that we need to improve on our personal security and be vigilant,” Odongpiny noted.

His counterpart, the Resident District Commissioner (RDC) Stephen Odong Latek of Gulu District described the situation as a big security concern which needs to be handled with structural approaches within the region.

The Officer incharge of Criminal Investigation Department (CID) for Awsa River Region, Justus Twongyeirwe noted that many of such cases were not reported to police.

However, without disclosing the number of theft related cases of motorcycles that police have recorded, he noted that no investigations by the police has been linked to Karamoja.

“Yes, we can’t overrule that from our sister security organs but as police, our investigations have not linked any of the cases to Karamoja for exchange with cattle,” Twongyeirwe explained.

Meanwhile, as the vice escalates in the area, the riders have established a regional leadership structure of a boda-boda association within Acholi sub-region to streamline their governance and operation.

Maxwell Komakech, the Chairperson Patiko sub-county Boda-boda association in Gulu district was elected the Chairperson Boda-boda Association for Acholi sub-region.

The Chairman of the Omoro district Boda-boda Association was elected as the General Secretary, Secretary Finance was taken up by Kenneth Odong from Gulu district.

Ivan Ojok from Gulu West Boda-boda Association became the Regional Speaker and Emmy Ocen from Amuru district was elected as the Publicity Secretary for the association.

The association has also established different committees which include the disciplinary for dispute resolution, enforcement team and the regional coordination team.

Francis Lubangakene, the Chairperson Gulu East Boda-boda Association who doubles as the Chairperson disciplinary committee for the regional association is hopeful that this will reduce crime rates within the association.

He revealed that the association is in the process of drafting a constitution to regulate their operation, governance system; something he says will help protect both their customers and the members.

The elections were conducted on Saturday in Gulu City at Lamaco hotel presided over by the General Secretary Gulu East Boda-boda Association Godfrey Ojok as the Returning Officer.

The Speaker of Parliament Jacob Oulanyah was endorsed as the Patron of the association being supported by Rosalba Oywaa with all the Resident District Commissioners co-opted as the opinion leaders.

HOIMA – Ministry of Works and Transport has promised to address the challenges affecting the taxi drivers and owners in the country through the proposed taxi operator’s constitution.

This was revealed by Ministry officials during a regional validation meeting for the draft constitution of the taxi industry.

Recently, Ministry of Works and Transport drafted a constitution on the instructions of the president, to govern the National Association of Taxi Operators.

The meeting held in Hoima City attracted municipal and city leaders, leaders of taxi drivers and owners from the districts of Hoima city, Kagadi, Kibaale, Buliisa and Masindi.

Robert Kisakye, the Senior Licensing Officer at Ministry of works said that a plan to have the constitution for the National Taxi Operators’ Association was reached during a meeting that was held between the taxi operators and President Museveni.

He explained that the national constitution will help the taxi operators to vote for their national leadership.

Kisakye explained that multiple fees paid on the road, harassment in the taxi industry, people leading the industry who are not taxi operators, failure to get support from the government in terms of financial subsidy and mismanagement of funds are some of the challenges which were identified by taxi operators during their meeting.

“The association is mainly going to address the challenges that taxi operators face in the industry. The idea of a constitution came from a meeting between taxi operators and the President. The taxi operators felt the need for accountable leaders and the desire to participate in decision making process in the industry,” said Kisakye.

He added that different officials are traversing the country collecting views of the taxi drivers and owners which they will incorporate into the constitution before passing it into their policy.

There was overwhelming endorsement from Bunyoro as the taxi operators agreed to form an association and offered ideas on how they want the association to look like.

The Ministry will now incorporate these views from the regional meetings and come up with a final constitution that will regulate the association.

Musoke Matia, a businessman and owner of taxis in Kagadi district welcomed the initiative adding that it was long overdue to have the association and laws governing taxi operators.

He noted that this business has been facing several challenges including indisciplined drivers, lack of transparency and over taxation adding that once the draft constitution is passed into law, it will solve many problems.

He further noted that this constitution is going to streamline the taxi industry and restore sanity among the operators.

Karungi Mustafa, the Chairman of Masindi District Taxi Driver’s Association and Hamfrey Mugisa the Chairperson of Hoima Taxi and Bus Park commended the president for the initiative adding that the constitution of the taxi operators’ associations will eliminate masqueraders from the taxi business and give them an opportunity to advocate for their rights.

They said that taxi operators have not been benefiting from the industry as they expected due to lack of a national body to organise them.

They also demanded for regional balance during the elections of the national leaders of the taxi operators’ association.

ACHOLI – Religious leaders in Acholi sub-region under their umbrella group – Acholi Religious Leaders Peace Initiative (ARLPI) have called on teachers who abandoned their teaching profession for other income generating activities during the COVID-19 pandemic to return and save the nation.

For about two years, teachers in Uganda were rendered jobless after schools were closed by the government to curtail the spread of COVID-19.

Speaking in an interview with our reporter, Bishop James Ochan, of the National Fellowship of Born-again and Pentecostal churches for Acholi sub-region said, the mere fact that teachers were not practicing their profession resulted into thousands of teenage pregnancies, child marriages, drug abuse, lack of respect for the societies among others.

Ochan further said, teachers play a huge role in shaping the moral direction of the country and with schools re-opening next week, they should return to bring order and sanity and save the future of the nation.

“What we have experienced in the last two years that our children have been home clearly shows that parents don’t do much as far as shaping the future of our children. We need teachers if our country is to be in order and develop. So, please teachers, return to your classes and save the nation,” said Bishop Ochan.

In Gulu City, more than 100 redundant teachers, joined the boda-boda cycling business in order to fend for their families.

According to Amuru education authorities, more than 130 teachers joined boda-boda business while others, especially along the South Sudan border joined the cross-border business.

Derrick Otim, a teacher in Amuru district who declined to mention the school he is attached to says, he is still contemplating whether to return to class given the little pay. Otim says, as a boda-boda cyclist, he earns at least Shs 25,000 from which he can daily save and cater for his family.

“I have been earning at least Shs25,000 daily from my boda-boda business yet I earn a monthly salary of Shs 400,000. If I chose to go back to class, it would take me time to re-adjust since I joined the boda-boda business. I will still have to think about it though,” Otim said.

Otim further said, incase he returns to class, he might consider teaching as a part time job since he needs money to sustain his family.

Steven Ojara, another teacher in Gulu City who opened a retail shop in Bar dege Layibi City division says, he will return to class but also keep his side business to supplement his earnings.

Rt Rev Godfrey Loum, the Bishop of the Diocese of Northern Uganda said, the government should use the lessons learnt to consider listening to the pending demands of teachers on salary increments.

For years, the teachers body, Uganda National Teachers Union (UNATU) has been pleading with the government for increment of teachers’ salaries. Currently, the government’s focus is to improve salaries of science teachers.

Joyce Moriku Kaducu, the State Minister for Primary Education recently warned teachers who will not report to school in two weeks of school reopening that they will be replaced since they are no longer interested in their profession.

Recently, the government in partnership with Give Directly announced a Shs 23 billion support to private teachers who have been greatly affected by the lockdown.

HOIMA – Drivers, conductors and guides operating in Hoima Taxi and Bus Park in Hoima East division, Hoima City have elected new leaders to manage their affairs in the park after two years of waiting.

Hamfrey Mugisa was elected as the Chairman outcompeting two other contenders in the race.

According to the election results declared by Solomon Kahuma, the Senior Assistant Town Clerk for Hoima East division; who was also the Returning Officer of the elections, Mugisa pulled 190 votes beating his rivals Rashid Tusiime and Kenneth Kwegondeza who got 92 votes and 24 votes respectively.

Julius Mbabazi was elected as Vice Chairperson after garnering 169 votes while his rival Charles Asiimwe Nyakatura got 140 votes. Frank Gugwa was elected as General Secretary after beating Paul Mutegeki with 183 votes to 126 votes.

Meanwhile Charles Irumba and Ivan Mwesige were lucky after they emerged unopposed for the position of Treasurer and Mobilizer respectively.

Kahuma, the Returning Officer explained that the exercise was free, fair and peaceful adding that 646 drivers, conductors and guides were registered for the election. Those who did not register were not allowed to vote.

The elections that were conducted at Hoima Kolping Hotel were by secret ballot.

He explained that the term of the old management of the park expired in 2019 and the drivers were supposed to vote in 2020 but the election was interrupted by the Covid-19 lockdown. He added that the new leadership will serve for three years.

Sources at the park revealed that James Byaruhanga who has been the park Chairperson for the last six years, did not participate in the election because he was recently charged with assault and other election violence by the Hoima Grade one Magistrate.

While addressing the drivers after the election, the Hoima City Resident City Commissioner, Samuel Kisembo Ayesiga commended the drivers for electing their leaders and called on the new leaders to mobilize all the automobile operators in the park to get organized and form a Saving and Credit Cooperative Organization (SACCO) to push for their development.

He revealed that the former park management had failed to manage the park affairs adding that with the new regime, they expect better service delivery in the park. He noted that drivers in the area have missed on several government programs due to lack of unity and poor management.

Speaking after the election, Mugisa commended the drivers and others for their trust and promised to work with all people operating in the park to ensure security, discipline and better sanitation at the park.

He explained that the issue of indiscipline, insecurity and poor sanitation in the park is still a big challenge which needs to be addressed.

He also promised to work with the city leaders to get a way of addressing the challenge of drivers parking their taxis outside the park which sometimes causes congestion in the town.

“We are going to have regulations guiding all the operations in our park so as to restore sanity in the area,” he said.

LANGO – Lango Parliamentary Group (LPG) has demanded the reconstruction of the road networks in the sub-region to ease transportation of produce, communication and service delivery.

They tasked the government to construct and reconstruct 520km of tarmac roads during the National Development Plan III (2021-2026).

The roads include; Lira-Aboke-Kamdini, Rwenkunye-Apac-Lira-Acholibur, Dokolo-Ochero-Namasale and Lira-Aloi-Abim-Kotido.

The group headed by MP Judith Alyek of Kole district, tabled the demand to the Minister of Works and Transport, Gen Edward Katumba Wamala after a tour of the road networks in the sub-region.

The Executive Director of Uganda National Road Authority, Allan Kagina, technical team, MPs and LC5 Chairpersons assessed the status of the roads in the sub-region and raised concerns saying in Lango only 15% of roads were tarmacked.

“A low-cost sealing tarmac should be considered for the road leading to Baralegi State Lodge as future upgrading plans are made,” said MP Alyek.

President Museveni built a State Lodge at Baralegi village in Okwang sub-county, Otuke district during the Lord’s Resistance Army insurgency. The President pitched camp in the area to fight the rebels and cattle rustlers.

MP Alyek said the sub-region has a total national road network of 1037.4km and out of this only 152.5km are tarmacked leaving others in a bad state.

The nine districts include; Alebtong, Oyam, Amolatar, Dokolo, Kwania, Apac, Kole, Lira and Otuke.

“The 152.5kms are only present in four districts (Lira 58.8, Oyam 36.7, Dokolo 36.4 and Lira City 25.6) out of nine including one city,” she said.

The MPs said over the last 10 years between 2011-2021, the government constructed a total of 2,131.2km of tarmac roads across the country but none of these were in the Lango sub-region.

They added that since the establishment of UNRA in 2006, no road has been constructed in the sub-region.

The local leaders and the MPs were also concerned about stalled construction of Rwenkune-Apac-Lira-Acholibur road saying it has taken eight months without any proper work going on.

The tarmacking of a 191km road worth Shs750b was flagged off by President Museveni late last year and shortly the work stalled due to lack of design.

A government-pushed proposal to levy an extra tax of Shs 50,000 on motorcycles has touched off a fierce debate and protest among members of Kwania Boda Boda Savings and Credit Cooperative Society (Sacco).

In the new proposal, the government suggests that all owners of motorcycles including Boda Boda operators will be subjected to an annual tax of Shs 50,000 effective July 2021.

The levy, which is currently being scrutinized by the finance committee of Parliament, is among a string of new taxes government intends to introduce to raise at least Shs200b in annual revenue.

However, the over 200 Boda Boda Sacco members, under their umbrella group; Kwania Boda Boda Association (KBBA), have asked the government to back down on the proposal.

Speaking during the annual general meeting on April 15, the Boda operators argued that levying an extra tax on their operations would diminish their earnings.

Jimmy Obaro, a Sacco member, said an extra tax would push them out of business.

“Currently, motorcycle owners pay an annual Public Service Van (PSV) license of Shs 60,000 and Shs50, 000 for motor third party, leave alone the local service tax, if the government goes ahead to levy another tax then many would be left with no option but to quit Boda Boda business, this will affect our Sacco, which entirely depends on the Boda Boda job,” he said in an interview.

Another Boda Boda rider, Robert Abal, who operates at Aduku mayor’s garden, said from about Shs 40,000 to Shs 50,000 he makes weekly, he saves Shs 100,000 monthly. He is worried that the new tax will affect his savings and render him bankrupt.

Walter Opyene, the Kwania Boda Boda Sacco chairperson, said 80 percent of his members got motorcycles on loans and are saddled with the burden of repaying the money. He wants the government to back down on the proposal.

In an exclusive interview with the Cooperator last Wednesday, Bageya Waiswa, the permanent secretary in the Ministry of Works, said an extra tax on the Boda Boda sector will help the government to ascertain whether a motorcycle meets required standards.

“Regulating the motorcycle or the Boda Boda industry will in the first place, reduce rampant motorcycle thefts, control accidents and all in all raise revenue to improve service delivery,” he said, noting that the government had restarted the process to ensure SGS resumes inspecting motorcycles and motor vehicles.

According to Bageya, the government is seeking to at least raise Shs7b from motorcycle license.

So far 63,878 motorcycles have already been cleared to enter the country during the first and second quarter of the 2022/21 financial year. However, the current trends indicate the figure will grow by the end of this financial year, giving the government an opportunity to increase revenue projections.

RWAMPARA – April 14 was a day of celebration and a moment of renewed hope for members of saving groups in the Western district of Rwampara after they got the official nod to borrow Emyooga funds.

The district officially launched the presidential Initiative on Emyoga last Wednesday, which opened the access door for saving groups, SACCOs, to get the government’s poverty alleviation funds.

When most SACCOs in the country received Emyooga funds in November and December last year, Rwampara district was pushed on the sidelines.

In March 2021, Emmy Kateera Turyabagyenyi, the Rwampara Resident District Commissioner, reported to the Minister for Microfinance Haruna Kasoro that SACCOs were barred from accessing Emyooga funds in Post Bank where 36 SACCOs had opened bank accounts.

However, on April 14 residents broke out in joyous celebrations at Nyeihanga playground in Nyeihanga town council where 36 Saccos from both counties of Rwampara district were handed certificates –officially giving them the nod to withdraw Emyooga funds to kick-start their projects that had stalled since August last year.

Amon Mutabarura, the Rwampara district commercial officer (DCO), said the delay allowed proper sensitization of members to put money to good use.

He confirmed that Rwampara received Shs 1.4 billion and all the money is already wired to their bank accounts.

“All the 36 SACCOs have gotten the money, it’s already on their accounts and they have all the freedom to withdraw this money,” Mutabarura said.

“What we have achieved is what started in the month of August when the president asked us to go and teach people how to save money through their SACCOs,” he added

In his remarks, the RDC Turyabagyenyi warned; “We are going to monitor them and in case this money we have dispersed today is misused either by an individual or leaders we shall definitely apprehend them. The clients of the SACCO are group members, not individuals.”

Turyabagyenyi said more parish development funds will be disbursed in July 2021 to benefit every parish, which will be receiving Shs 40million per association.

“This money according to the guidelines is basically to empower the parish associations meaning that those which will have been saving with Emyooga SACCOs will benefit more and longer. As long as the SACCOs keep performing well according to the monitoring report they will qualify to get up to Shs 100 million from the Microfinance Support Centre as the lead agency at 8% per annum which will continue flowing every year,” he said.

Vincent Nuwagaba, the DCO Mbarara, reported that the program has already registered some setbacks since it is not intended to aggregate the already existing cooperatives/SACCO issues.

“Emyooga was a good initiative for the president but you see groups at the parish level forming a SACCO and the SACCO operating at a constituency level within the specific 18 Emyooga associations like mechanics but it’s high time government thought about injecting money in the already existing cooperatives in every financial year to increase on their portfolio” Nuwagaba advised

He also bashed Microfinance Support Centre (MSC) for delaying releasing Emyooga certificates.

“The money came on 23rd December 2020 but the certificates have come in April. Count the time wasted since then,” Nuwagaba said.

Andrew Zimbe, the Micro Finance Support Centre (MFSC) Zonal manager southwestern, warned district technical staff to refrain from taking bribes from Emyooga co-operators.

“Some commercial officers in certain districts are taking bribes to clear SACCOs to access Emyooga funds. Don’t do anything before you consult, leave the RDC and the CAO who is your boss to give you updates,” Zimbe said

“I want to congratulate you for having arrived on this day but no association should access a loan without following the guidelines, which are stipulated in the lending policy. Like where I have been before an association goes to access part of the Shs 30million it should have saved 20% with the SACCO,” Zimbe said.

WEST NILE –Tea growing in the West Nile district of Zombo has got an accelerating effort that could boost local production.

Zombo Tea Growers’ Cooperative Society and Edwin Tea Foundation Initiative, EFOTI, a company with good expertise in tea farming, have signed a memorandum of understanding that aims largely at promoting tea research, production, productivity, value addition, and tea product diversification in Zombo for five years.

The MoU was signed last Friday, April 9, by the Chairman of the Cooperative, Christopher Unencan, the Secretary, Jungiera Geoffrey, and Aneniwu Patrick, a cooperative tea farmer, and Edwin Beekunda Atukunda, the founder of EFOTI.

Unencan told theCooperator in an interview that, “We signed the MoU to enable us to work in partnership with EFOTI in our district to build the capacity of farmers in terms of training and value addition.”

Tea growing was reintroduced in Zombo in 2013-2014. Unencan said members who planted tea in 2016-2018 are harvesting now.

Unencan said the cooperative, formed in 2016, has over 300 registered members, who have grown over 500 acres of tea.

He said, however, that despite the huge acreage of tea plantations, members are still earning very little from the enterprise because there is no factory in the area to process the harvest and add value to attract high prices.

“The registered members of the cooperative suggested that we come to an agreement with EFOTI because they have been struggling to sell their tea. They are selling their tea locally after a very long and tiring process of pounding the leaves using the mortar and pestle,” Unencan said.

He said farmers believe the MoU will spur the establishment of a tea processing factory.

Although there are about 36 tea processing factories in Uganda, all of them are concentrated in western and southwestern Uganda.

Edwin Atukunda Beekunda, the founder of EFOTI, said an area qualifies to get a factory after planting at least 2000 acres of tea.

He said following the MoU, EFOTI will conduct training in agronomic practices to enable improvements in tea yields and quantity and also promote value addition, processing, branding, packaging, marketing, and export.”

He said they will also, “Build the capacity of tea nursery operators, tea growers, students and other stakeholders for improved tea cultivation, processing, and marketing.”

Tea is one of the leading cash crops in Uganda with a yearly export of 65,000 metric tonnes. A 2020 report by Ugtea shows that Uganda is the second leading tea producer and exporter in Africa and among the top 15 in the world.
