Extension Officers Receive New Motorcycles

MASINDI – Masindi district has procured five brand new motorcycles in an effort to improve extension services and production in the district.

The UG Boss Motorcycles valued at Shs 31 million were procured using the agricultural extension grant and they are meant to facilitate the movement of the agricultural extension workers in the district.

While commissioning the motorcycles at the district headquarters on Thursday, the Deputy Resident District Commissioner (DRDC) Masindi, Dominic Tibasimwa explained that the motorcycles are meant to enable the sub county extension workers reach the farmers at their respective farms and advised them on the right agronomic practices.

“This is part of the government’s strategy to improve and promote commercial farming in the country. We need to ensure that farmers get extension services since they are necessary. I also realize that transport for extension office has been a challenge,” explained Tibasimwa.

Dr Fredrick Ssebuguzi, the acting District Production Officer revealed that some agricultural extension workers in the district have been facing challenges of transport since they did not have motorcycles.

“The motorcycles will solve the problem and increase agricultural production in the district. This has been a great challenge but I am optimistic that my officers are now going to reach the farmers,” he said.

He explained that the motorcycles have been allocated to the extension workers for Bwijanga, Budongo, Kimengo and Miirya sub-counties adding that the District Animal Husbandry Officer was also allocated one.

Richard Kiiza, the district Principle Assistant Secretary who represented the Chief Administrative Officer (CAO) cautioned the users against misusing the motorcycles to enable them serve the intended purpose.

Geoffrey Kiiza Bigabwa, the secretary for production, marketing and natural resources in the district hailed the government for the efforts it has put in transforming the country’s economy through improved agricultural production.

Extension officers in the district had been complaining over lack of transport to effectively execute their work.

Errant Boda-bodas Warned: You Will Be Banned

MASINDI – Errant Boda-bodas in Masindi District have been buffeted with warnings of the risks of flouting the presidential lockdown directives meant to slow the spread of Covid-19.

Iddi Onyera, the chairman of Masindi Motorcycle Operators Association (MAMOA), has said errant Boda-boda riders will be banished from working in the district.

“I therefore ask these errant Boda-bodas to ensure that they comply with the directives,” Onyera told journalists recently at his office in Masindi town, days after the president announced a 42-day lockdown.

Boda riders, according to the new directive, are not supposed to carry passengers. They will carry only luggage and must be off-the-road by 5pm.

The president said defaulters will not be incarcerated but fined this time round.

“We have started moving from stage to stage to ensure that the guidelines are enforced,” he added.

He also warned that non-compliant riders risk paying hefty fines.

Linus Wobusozi, a boda rider at travelers’ stage, welcomed the association’s hard stance. He said individual riders will also enforce the Standard Operating Procedures (SOPs).

Joseph Tumusiime, the chairperson travelers’ corner boda-boda stage, said thorough sensitization must to be done before the SOPs are strenuously enforced.

“Some clients are adamant. For them they think we’re the only ones to follow the SOPs. At least thorough sensitization must be done before implementation is done,” Tumusiime appealed.

At least 95% of the people in Masindi town are putting on masks and are washing their hands.

Sugarcane Cooperatives Will Save Farmers

MASINDI – On his inauguration day, May 20, Cosmas Byaruhanga promised to use his second term as Masindi District LCV chairperson to get farmers in all sectors in the western district organized into cooperatives, especially sugarcane cooperatives.

“We are going to mobilize farmers to organize themselves into cooperatives because when they are in cooperatives they will be understanding each other. This will also help them have a bargaining ground to demand what is due to them,” said Byaruhanga, who said is serving his last term as LC-V chairman.

He was sworn into office together with all elected district leaders by Masindi Chief Magistrate, Johnson Ssejjemba at the district headquarters.

Byaruhanga also said he wants to ensure that sugarcane farmers are organized into cooperatives.

“Sugarcane is the backbone of Masindi. It pumps more than Shs 3 billion in the district in a year. All the developments you are seeing in Masindi are because of sugarcane,” Byaruhanga explained.

In all, 38 councilors were sworn in from 18 sub counties and town councils, which form Masindi District.

The function was also attended by the newly elected members of parliament; Kenneth Kiiza Nyendwoha for Bujenje Constituency, Ronald Akugizibwe Aled, for Buruli County and Joab Businge, for Masindi Municipality.

Earlier this year, Byaruhanga pushed for the revival of all sugarcane cooperatives formed by sugarcane farmers in the 1970s.

“Sugarcane cooperatives are so necessary. They would help sugarcane farmers during times of crisis. These sugarcane cooperatives existed and we are now going to trace their registration numbers. I know they are there with the registrar of cooperatives,” said Byaruhanga, who is also the chairperson of Masindi District Sugarcane Farmers Association Limited (MASGAL). He was speaking then during an extra ordinary meeting for Bwijanga Coffee Farmers Cooperative in Bwijanga Sub County.

Byaruhanga explained that they need to revive sugarcane cooperatives so that they can form a union, which will give them a firm bargaining ground to lobby for their own sugar factory.

“If we want to get our own sugar factory, that’s the only way to go. Let’s unite into cooperatives if we are to address our challenges,” he noted.

He added that sugarcane farmers are grappling with many challenges such as over grown cane, spillage, low prices and too much cane.

“These challenges can be addressed when we have got our own sugar factory. We have a lot of cane which can feed it.

According to the statistics from MASGAL, there are over 7000 sugarcane out growers in Masindi district producing around 1.2 million tons of sugarcane.

Byaruhanga is optimistic that with this number they can get a sugar factory and sustain it.

SACCO Demands Leadership Audit

SHEEMA – Members of Kitagata Savings and Credit Co-Operative Society have signed a petition urging the Chief Executive Officer of Uganda Microfinance Regulatory Authority, UMRA, to audit the SSACCO leadership.

In their letter dated April 14 2021, SACCO members demanded a leadership audit into what they called “inflated and fraudulent financial reports presented during their annual general meeting (AGM), insider money lending to relatives and sharing of SACCO funds amongst the management, which contravenes section 95(a) of the Sacco by-laws.”

They also accuse their leaders of misappropriating Shs 2.2million.

The SACCO, formed around 1993-1995, currently has over 4,000 members.

Last weekend, a petition circulated widely showing that Kitagata, once a vibrant SACCO in Sheema District, was struggling and teetering on the brink of collapse.

“In western Uganda, it was Kyamuhunga and Kitagata on top of financial management but if you can check now Kyamuhunga People’s SACCO is now modern. You can even bank using the internet while for us with a membership of over 4,000 we are struggling and on the brink of collapse. I think we need to fight hard to restore our lost glory,” Laban Muhabwe, a retired police officer, said.

Muhabwe, a member of Kitagata SACCO, accused the District Commercial Officer of Sheema of interfering with the SACCO operations.

“I was appointed as the secretary of the supervisory committee but because I brought out issues, which were pertinent, Allan expelled me from the committee. But is it the work of the commercial officer to expel any members from the SACCO committee?” Muhabwe asked.

Muhabwe said the commercial officer also used his powers to remove him from the supervisory committee and appointed a new vetting committee usurping all the powers of the SACCO management.

“I was also among the candidates vying for the chairmanship seat, so why didn’t they leave the vetting committee to do its work without interference? Muhabwe asked.

He also alleges that the district commercial officer has been colluding with the manager to swindle SACCO funds.

“I am corrupt free and I won’t allow them to take our money again. That’s why he appointed a new vetting committee when we still had a serving committee? You can see how his actions stifle the performance of Kitagata SACCO,” Muhabwe emphasized

Muhabwe, who served as chairman of Exodus SACCO between 2012-2014, said he is ready to turnaround the fortunes of Kitagata SACCO.

“I moved Exodus SACCO from Shs 1.8billion to Shs 7-8 billion within two years then I retired in 2015. So why do you deny me a chance to take on the leadership of Kitagata SACCO where I am a fully-fledged member with over two million shares?” he asked.

Alfred Nuwamanya, another member, said most of the sticking issues would have been addressed during the last AGM but it ended prematurely after the commercial officer suspended elections of the new board committee.

Edith Tusuubira, the Executive Director of Uganda Micro Finance Regulatory Authority, confirmed receiving the SACCO’s petition for a leadership audit.

Frank Besigye Kyerere, the Resident District Commissioner (RDC) of Sheema, said he had not received a copy of the petition nor word from UMRA.

He warned however, that misappropriating members’ savings can lead to arrest and prosecution of the errant SACCO managers.

“I haven’t gotten any copy but I just say it’s unfortunate. You see a SACCO is a body corporate if you are a leader of a SACCO and you embezzle funds you should be charged,” he said.

Karakure Buhanda Allan, the District Commercial Officer of Sheema blamed the Kitagata saga on Muhabwe.

“There is no way you can call a general meeting of over 10,000 members yet members hold their pre-AGMs in their respective villages,” Allan said.

He said Kitagata SACCO is now recovering from the entrenched losses it suffered under the old management.

“From 2005 they had a dormant board, which was led by Rev Bashoborwa. The then manager had taken control of the institution and was fraudulent. And to me for the last four years Kitagata has been on a recovery course.” he said.

He said the former manager was also charged with embezzlement after causing financial loss of over Shs 180 million.

Allan confirmed that the SACCO board had expired in 2019 but the outbreak of Covid-19 never allowed Kitagata to hold any AGM.

Masindi Demands New Modern Market

MASINDI – A heave of frustration and anger is boiling over in Masindi Municipality as vendors lash out at the delayed construction of a new modern market under the Markets and Agriculture Trade Improvement Project (MATIP).

All the riled vendors are allied to Masindi Central SACCO and Masindi Central Market Vendors Association.

David Asiimwe, the chairman of Masindi Central Vendors’ Association, said all requirements were met yet the project is not taking off.

“We have enough land measuring five acres and it’s free from encumbrances. We also want to operate in a good market. Masindi is one of the traditional districts but we are wondering why it has never benefited from this project yet other traditional districts have benefited,” he said.

Asiimwe said the market is in a sorry state.

“We operate in darkness because lights are not enough. We also have a problem of thieves who steal vendors’ items. All the gates are dilapidated, thieves easily break in and steal vendors’ properties,” Asiimwe said.

There’s only one security guard yet the market has five gates, he said.

Asiimwe said too many vendors are jostling for the small, crowded space in the market.

“This can be addressed when a modern market is built. Right now the congestion is uncontrollable. That is why we are calling upon government to expedite the process (of building a modern market). This market was not well planned, that’s why we cannot all fit in here,” he said.

According to Asiimwe, the market has over 2,000 vendors; food handlers, old clothes sellers and fish mongers.

Kenneth Bitaroho, a fish monger, said he is disappointed to see Masindi District lagging behind on development yet other districts have become cities.

“Our leaders promised that the project would commence this financial year but we are seeing the year ending without any development. They keep saying next financial year but nothing happens. If other districts have gotten modern markets, why not Masindi?” Bitaroho asked.

Lamura Kabasindi, a vendor in Masindi Central Market, said when it rains, customers avoid the market.

“Whenever it rains, the market becomes muddy and sometimes it floods. How can a customer come to such a market?” she said.

James Masaba, the chairperson of Masindi Central Market, said SACCO officials who run the market are ashamed to collect dues from vendors working in such a bad situation.

He said vendors run the risk of contracting diseases like diarrhea, dysentery and cholera due to poor hygiene and poor garbage disposal.

“We only have one stance latrine to cater for over 2,000 vendors. This latrine is not enough for the whole population. But all these challenges can be addressed when we get a modern market,” he said.

According to district elders, Masindi Central Market started with makeshift structures in the 1920s. It was later taken over by government in the 1970s.

“The first people who embraced it were the Nubians who would sell pancakes and rolled simsim,” Abiasali Kasingwa, 88, said.

On March 23 2020, the Permanent Secretary Ministry of Local Government Ben Kumamanya wrote to the Town Clerk Masindi Municipality, saying; “Masindi Central Market in Masindi municipality has been considered for re-development and as part of the prerequisite for executing the program, you are required to submit the following; a copy of the land title where the market is located, a copy of the register of vendors and a copy of the management structure.”

According to the letter, Masindi Municipal Council authorities were supposed to send the documents not later than April 17th 2020.

Kumumanya promised that the market would be constructed during the 2020/2021 financial year under the Markets and Agricultural Trade Improvement Project (MATIP).

The ministry letter raised lots of hope among vendors only to be dampened later.

Haruna Ismail Irumba, the councilor representing the Civic Ward in the municipality, blames Masindi mayor, the town clerk and the area member of parliament for not following up the matter aggressively.

“We were told that they needed a land title for the project to begin. We secured it two years back but nothing is taking off. I think the delay can be blamed on the laxity of our leaders here because everything required was done long time ago,” Irumba explained.

Interviewed for a comment, Deo Kabugo, the town clerk Masindi Municipality, told theCooperator that he went to the ministry two weeks ago.

“I was told they had advertised for a consultant to do the architectural design. All the required documents were sent. The people of Masindi should be rest assured that they will get the market since it’s already in the process,” he said.

The new mayor for Masindi Municipality Ronald Kyomuhendo Busingye said his team met the Minister of Finance Matia Kasaija who assured them the market will be rebuilt.

Beneficiaries: Emyooga Cash For SACCOs Too Little

“You find a Sacco with over 500 members in different associations in a constituency getting Shs 30 million, do you expect it to help them out of poverty. I saw some members in my area getting Shs 50,000. How do you move from one step to another with that meager support?” one caller asked.

MASINDI –During an appearance on Kings Radio recently, Moses Kalyegira, the District Commercial Officer of Masindi, said disbursement of emyooga funds in the Western district is almost complete.

Speaking on a talk show program sponsored by The Uhuru Institute for Social Development on April 20, Kalyegira said there are only four savings and credit cooperatives, SACCOs, which haven’t got their money because they have a few issues to resolve.

“We are helping these SACCOs get their money. They have a few challenges but we are helping to resolve them. The money is there on their SACCO accounts. After resolving their issues they will access the money. The other SACCOs have all got their money and they have started using it,” he said.

He also dismissed as false claims that emyooga funds were introduced as bait for votes for President Museveni during the January 14 2021 presidential election. He said the program was introduced before campaigns started.

“This program was introduced to supplement on what people were doing already and also to support other program like the National Agriculture Advisory Services (NAADS), Operation Wealth Creation (OWC) and the Uganda Women Entrepreneurship Program (UWEP) among others,” Kalyegira added.

He also used the radio appearance to clarify that the program never came to kill the traditional SACCOs as many people claim. He said the program is tailored to organize and support people who are organized in one cluster.

According to Kalyegira, Masindi District received Shs 1.6 billion, channeled through 54 SACCOs. The 54 SACCOs were formed in three constituencies; Masindi Municipality, Bujenje County and Buruli.

The official disbursement of the funds was launched in March 2021 by Rose Kirabira, the Masindi Resident District Commissioner.

Kalyegira however, said SACCO members need to have saved at least 30 percent of the money they are applying for to access emyooga cash from the bank. He said requirement is a big challenge for most SACCOs.

Pamela Nyakato, the chairperson of Bujenje Constituency Leaders Emyooga SACCO, said the program has created jobs, knowledge and skills sharing since people doing similar things meet and share experiences.

Challenges faced

Nyakato also noted that the program is saddled with many challenges and a lot of sensitization is needed.

“Many people thought this program was a thank you (to them) from the president for mobilizing voter support for him. It’s very hard to remove this thinking from the members but we’re trying hard to do the needful and some members have started understanding it,” she noted.

Nyakato also said most members have a poor saving culture. She said many people save in anticipation of getting emyooga money and once they lay their hands on it, they disappear.

“Many SACCOs are also facing a challenge of unskilled leaders. Many people are illiterate and are running these SACCOs. Proper record keeping is a problem. Even accessing the money from the bank is a problem since many are forced to sign several times. You find their signatures varying,” she said.

“For instance, for a member to get money from the Sacco he or she should have saved at least 30% of the money he or she is applying for but few meet this requirement and yet this is the applicants’ security,” she said.

People’s reaction

Most callers however, expressed dissatisfaction with the program. They said the money is too little to move members to another level.

“You find a SACCO with over 500 members in different associations in a constituency getting Shs 30 million, do you expect it to help them out of poverty. I saw some members in my area getting Shs 50,000. How do you move from one step to another with that meager support?” one caller asked.

Another caller was unhappy with the delayed disbursement of the funds. He said they spent a lot on transport following up on their applications.

“We have been putting in a lot of money following up the matter with the bank and other officials but what we are getting as members is very little compared to what we put in. SACCOs with many associations would have been given more money instead of only Shs. 30 million per Sacco,” he said.

New Sacco to give out Cheap loans in Hoima

The newly launched KASSOBA SACCO is on course to open with offers of cheap loans to members of Kabalega Secondary School Old Boys Association (KASSOBA).

The official launch was on April 3 at Kolping hotel in the western Hoima town.

According to Samuel Mugisa, the interim chairperson of KASSOBA SACCO, the old boys resolved to form the SACCO in 2018 during the annual general meeting.

“The SACCO was supposed to kick off in 2020 but we were disorganized by COVID-19. But when we met again in March this year we resolved to start,” Mugisa said.

He said the SACCO has 90 registered members already and hopes to shore up the numbers to 300 members within the next two years.

“Members are buying each share at Shs 20,000. Saving has also commenced, we hope to have saved at least Shs 500 million in two years. This is going to be the ladder to the members’ economic development,” Mugisa said.

“Many of our boys have lost properties due to the high interest rates from banks and financial institutions but I am optimistic that with this SACCO, our members will be able to access loans at an affordable interest rate. We want our SACCO to be vibrant like the (army’s) Wazalendo SACCO,” he stressed.

Mugisa said in the future they will allow outsiders to access conditional loans.

“Worldwide SACCOs have been the engine of development and many people have prospered through them,” he added.

In a speech at the SACCO launching, John Tumusiime, the district commercial officer of Hoima, took members through the process of forming, sustaining, and developing a SACCO.

“If your SACCO is to move from one level to another, you have to be with a transparent leadership and also ensure that record-keeping and accountability are key. Also never leave the entire burden to the leadership. You members always participate in the day-to-day SACCO activities,” he noted.

The old boys also elected an interim committee to steer the SACCO. Samuel Mugisa is the chairperson deputized by David Muhumuza. Charles Baisa is the treasurer, Alfred Kusiima is the general secretary and Ronald Murungi is a mobilizer.

KASSOBA, which formed the SACCO was started by the old boys of Kabalega Secondary School in the western district of Masindi in the 1980s.

Long-dormant sacco in Masindi bounces back

A long-dormant savings and cooperative credit society has been revived.

The Masindi Savings and Cooperative Credit Society Limited has been revived by members after a two-year lull.

The SACCO membership comprises mainly active and retired civil servants of the Masindi district local government.

On April 1, Moses Kalyegira, the Masindi district commercial officer, convened a special general meeting that elected a new board.

Addressing the meeting at the council chambers, Kalyegira said the SACCO had been dormant for two years because the board chairperson resigned under unclear circumstances. After her resignation other board and SACCO members lost interest in the association, Kalyegira said.

“This is a special meeting because the board has failed to perform its duties. I have engaged the former chairperson Ruth Kisakye three times to convene a meeting so she could hand it over officially but in vain. I have decided that I chair this meeting so that the SACCO can put in place a new board to start conducting business because the business couldn’t go on without signatories,” he explained.

Kalyegira said he convened the meeting because he couldn’t just sit and let the SACCO collapse. He wondered why SACCOs of people with little financial knowledge were thriving and theirs full of professionals in finance was limping.

“People have been unable to access services and yet they have money on the SACCO account because board members lost interest. Let’s forget that and start a new chapter today. I have been receiving many complaints from members about their money being idle in the bank and being deducted,” Kalyegira said.

The outgoing board treasurer, Charles Musinguzi, and the vice-chairperson Godfrey Baharagate attended the meeting.

According to Kalyegira, the SACCO, which started in 2003, at one time had about 300 members before those numbers dropped to just 100 active members currently.

“The purpose of its formation was to enhance a saving culture amongst members and to offer loans at a low-interest rate to civil servants,” he noted.

Charles Musinguzi, the outgoing treasurer told members that Shs 20 million was loaned out. He said the SACCO has Shs 6.5 million on the account. He also said there’s a time savings totaled Shs 70 million.

“Some people are willing to pay back our money but they have not done so because we have not been active. This is the time to forget the past and set a new agenda,” Musinguzi said.

He said some monies may be difficult to recover.

“The mode of recovery and saving was an automatic deduction from the salaries. Recovering this money might also be a challenge because some civil servants no longer work with us,” he said.

Elections

During the elections presided over by Moses Kalyegira, Ibrahim Nasur, the senior assistant secretary for the Kyatiri town council, was elected as the board chairperson, Charles Musinguzi, the retired personnel officer, is the new secretary and Patrick Okise, the principal internal auditor, is the treasurer.

Other board members include; Prudence Alituha, the principal fisheries officer, Godfrey Bahemuka, the district community development officer, James Mugoya, the lands officer, and Oliver Mabeho, a teacher.

The supervisory committee has David Baguma, the chief finance officer, as its chairperson while Joseph Kabubi and Mary Birungi were elected as members.

In his inaugural speech, Ibrahim Nasur said, “I am one of the people who had lost interest. This is a SACCO for technocrats. How can it fail?”

“My first agenda is to ensure that people’s money is recovered. I will also follow up to see whether the money deducted automatically for saving and repayment is remitted to the SACCO,” he stressed.

Patrick Okise, the new treasurer, urged people who had lost interest to come back.

“We need to wake up now and revive this SACCO because it can give us loans at a low interest. Every day we are exploited by banks and other financial institutions who give us loans at over 40% interest and yet we can do it ourselves at a low interest. We need to wake up now.”Okise said.

Cooperative slashes fees to attract new members

To shore up its numbers, Lira Diocese Multipurpose Cooperative Society Limited has slashed its membership fee from Shs 50,000 to Shs 30,000 to encourage registration of new members with minimal fees.

In a speech at the recent annual general meeting (AGM) held at the Apostolic Social Centre in Lira City, Cyprian Okello, the cooperative’s vice-chairperson, said many people had failed to register because they couldn’t afford the registration fee of Shs 50,000.

“We are forming the central mobilization committee. We shall ensure that each and every parish forms a mobilization committee that will include the catechist, parish priest, and the key people to strengthen mobilization, we want people everybody to understand the benefit of joining a cooperative,” he said.

So far the cooperative has 150 members. It was formed by Sanctus Lino Wanok, the Bishop of Lira Diocese in 2019, to improve the livelihoods of Christians in the nine districts of the Lango sub-region.

Patrick Vincent Muge, a member of the cooperative, said to succeed, the cooperative should engage only able and willing people to carry out Sacco activities.

Muge also urged the leadership to carry out more mobilization of Sacco members.

Father John Bosco Oryema, a member of Alito Catholic parish was excited by the reduction of the membership fees, saying it will encourage women to participate in the cooperative.

“The reduction will give avenues for women to join the cooperative, most women spend their money on running the day-to-day family affairs but now the fee reduction is an open chance for them to join the cooperate and save money to grow,” he noted.

Rt. Rev. Sanctus Lino Wanok, the founder of the cooperative, rallied the public to join the cooperative to alleviate poverty.

“Due to the coronavirus pandemic that negatively affected businesses, the time is now for people to head towards a direction that will make them easily assist one another, cooperate in business enterprises and alleviate poverty,” he said.

The man of God nudged the clergy to mobilize the community to join the cooperative to increase household income and improve their livelihoods.
